    Hi,

    Trying to find a quote, (Rousseau I think, but I may be wrong) that claims that public institutions inevitably reach a stage at which they begin to exist to serve the interests of the functionaries that run them, rather than of the citizens for whom they ostensibly exist to serve.

    Any help finding this would be greatly appreciated.
